ADDIS ABABA (JICA Ethiopia)―On August 25, 2017, the Japan International Cooperation Agency (JICA) held a dissemination seminar at the Hilton Hotel in Addis Ababa to conclude its three-year Project for Capacity Development for Improving Learning Achievement in Mathematics and Science Education (LAMS).
As a development partner of the Ministry of Education (MoE), JICA is working to enhance the quality of basic mathematics and science education in Ethiopia by implementing successive technical cooperation programs. One of the key objectives of the LAMS project was to develop the capacity of item writers of examinations in mathematics and science so as to improve classroom assessments.
Additionally, through 10 capacity building workshops, JICA Ethiopia was able to train teachers and trainers of teachers, throughout Ethiopia on: item writing, the development of relevant workbooks and teaching aids and modules. The teachers have thus far developed more than 10,000 quality items in their respective subject groups and workbooks have been developed for grades seven and eight.
During the last three years, more than 35 teachers, including senior government officials, attended trainings in Japan. The aim was to expose them to the Japanese education system and to allow them to explore ways of spreading different learning and teaching techniques in Ethiopia.
Present at the seminar, Mr. Belyaneh Teffera, Head of Mathematics & Science Improvement Center (MSIC), MoE, said that his office will take the following actions thanks to results of the LAMS project: will provide printed item pools and workbooks; upload items pools to the MoE website; mobilized the capacity developed through the LAMS activities to reach more people and will actively work towards ensuring sustainability and will scale-up the good practices learned from LAMS.

As the Seminar came to a close, Mr. Norimichi Toyomane, Head of the JICA expert team, counseled that now that the project is complete the responsibility rests on the shoulders of the Ethiopian education system and that it is imperative that all stakeholders stay committed to improving the basic education levels of the nation.
The MoE and JICA Ethiopia have a good track record of scaling up best practice from JICA projects, such as the Strengthening Mathematics and Science Education in Ethiopia (SMASEE) project which has been implemented regionally throughout Ethiopia.
