Promoting Basic Service

The Promoting Basic Service will contribute to the higher-level objective of expanding access and improving the quality of basic services by funding block grants that ensure adequate staffing and operations, and by strengthening the capacity, transparency, accountability and financial management of sub-national governments.

ADDIS ABABA (MoF)– Ethiopia is committed to enhance basic services delivery and strengthening activities being carried out nationwide, said State Minister Eyob Tekalign Tolina, the Ministry of Finance (MoF) on the occasion of Basic Service Delivery Joint Review and Implementation Support (JRIS) mission.

He also indicated that the government of Ethiopia strongly values the set of basic service delivery and systems strengthening programs supported by multiple donors. These programs, such as Promoting Basic Service (PBS), Enhanced Shared Prosperity & Equitable Services (ESPES), Basic Service Transformation Program (BSTP), and Health Sector Budget Support (HSBS) all have been harmonized and guided by a common framework of the basic service delivery.

As evidenced by years of successful implementation across the nation, these programs have registered impressive improvements in the areas of education, health, agriculture, water and rural roads by promoting equity, building capacity, enhancing effectiveness & efficiency, and institutionalizing critical systems for service delivery and improving transparency at woreda level, Eyob Tekalign noted.

He also underscores the instrumental role these programs have played in poverty reduction, economic growth and overall contribution to the attainment of the Second Growth and Transformation Plan (GTP-II) targets and Sustainable Development Goals (SDGs).

The Promoting Basic Service, currently on its third phase and mainly funded by the World Bank Group, will contribute to the higher-level objective of expanding access and improving the quality of basic services by funding block grants that ensure adequate staffing and operations, and by strengthening the capacity, transparency, accountability and financial management of sub-national governments. The program defines basic services as education, health, agriculture, water supply and sanitation and rural roads.
